Protect Yourself from Rebate Scams
The only federal, Inflation Reduction Act-funded home electrification rebates currently available to Californians are HEEHRA rebates provided through specially trained TECH Clean California contractors. Your HEEHRA-trained and TECH Clean California-certified contractor will only need your home’s income eligibility verification code or approval PDF, which will indicate the level of rebate you are qualified to receive. Do not provide financial statements or other financial information to your TECH contractor. If you are concerned that you were lied to or scammed, we encourage you to contact the California Department of Consumer Affairs or call 1-800-952-5210, California’s Office of the Attorney General, the Better Business Bureau, or your county’s District Attorney’s Office.
HEEHRA Rebates Open to New Single Family Reservations
HEEHRA rebate reservations are open in Central and Southern California for income-qualified, single family heat pump HVAC projects. Funding is fully reserved for Northern California single family rebates. For more information, please see the information below. Consumers who have questions about the status of their reservation request or rebate should contact their contractor or TECH Clean California at tech.info@energy-solution.com. More information on available incentives can be found here.
The HEEHRA program and rebates are funded by the federal Inflation Reduction Act, which is overseen by the U.S. Department of Energy and managed by the California Energy Commission (CEC). HEEHRA rebates are only available through HEEHRA-trained, TECH Clean California-certified contractors. TECH Clean California contractors will provide project quotes, reserve incentive funds, perform installations, and guide you through the HEEHRA rebate process. Your rebate will be provided to you as either an instant discount on your invoice or as a reimbursement after the rebate has been processed.
Single Family HEEHRA Rebates
Income-qualified California residents can receive a HEEHRA rebate of up to $8,000 for low-income households and $4,000 for moderate-income households for a heat pump HVAC unit through TECH Clean California. Single family homes include buildings with four or less units (fourplexes, duplexes, singles), condos, and manufactured or mobile homes.
To receive this rebate, you as a customer must:
Step 1. Check if your household’s income qualifies for a HEEHRA rebate through one of two methods:
NEW! Eligibility Express
If your household’s income meets the pre-screening threshold, the tool will seamlessly direct you to complete the income verification application. Most applicants will receive an approval or denial notice in the form of a code via email or text in one day. Choose this option if you do not require translation support and:
- Are enrolled and active in Medi-Cal or CalFresh (SNAP) or
- Have your 2023-24 tax forms available.
Eligibility+Support
Choose the Eligibility+Support portal if you:
- require non-English language translation support,
- do not already participate in Medi-Cal or CalFresh, or
- do not have a recent tax form available.
Most applicants will receive an approval or denial notice in the form of a PDF via email within three days. For more information on the income qualification process, scroll down to the FAQs.

Step 2. Find a contractor
Find certified contractors at the Switch Is On’s Contractor Finder. Look for the HEEHRA badge when finding a contractor at the Switch is On.
Step 3. Reserve your rebate
If you applied via Eligibility Express, provide the income qualification code and your AMI range to your TECH-certified and HEEHRA-trained contractor. If you applied via Eligibility+Support, your contractor will receive the approval notice PDF via email and no additional steps are required (see FAQs below for more information)
Your contractor will proceed with reserving a HEEHRA rebate for your heat pump HVAC project. They will keep you updated on the reservation’s status and be responsible for submitting the HEEHRA rebate application after your heat pump is installed.

Multifamily HEEHRA Rebates
Funding for multifamily projects is available for heat pumps for space heating and cooling, heat pump water heaters, cooktops, ranges, ovens, and heat pump clothes dryers, as well as electrical equipment such as electrical panel upgrades and wiring. Multifamily property owners interested in HEEHRA rebates available through TECH Clean California can submit a quick Application Stage 1 Form to initiate an eligibility review. Multifamily projects, which include five or more income-qualified living units per property, that pass this initial screening will move to the next stage of submitting a HEEHRA rebate reservation form, including an agreement to the program terms and conditions, to secure the funding.

Frequently Asked Questions
Single family HEEHRA rebates are available for:
- Owners of a single family home in California (including manufactured or mobile homes and condos) that either reside in the home and are income-qualified or rent the home to an income-qualified household.
- The HEEHRA rebates are based on annual household income. California residents with single family household incomes between 80 percent and 150 percent area median income (AMI) are eligible for up to a $4,000 rebate. Californians with single family household incomes that are less than 80 percent AMI are eligible for up to an $8,000 rebate.
Multifamily HEEHRA rebates are available for:
- Owners of multifamily properties in California, which include five or more residential units and house income-qualified customers.
- Governmental, commercial, or nonprofit organizations carrying out a project for an owner of an eligible multifamily property.
- Low-income multifamily properties are categorized as households with an income that is ≤80 percent AMI and:
- at least 66 percent of occupied living units are at or below 80 percent AMI, where clearly listed on a TECH-HEEHRA approved Federal, State, or Local Deed Restriction/Regulatory Agreement.
OR
- at least 66 percent of occupied living units are at or below 80 percent AMI, as verified by individual household income documentation, evidence of Section 8, and/or proxy documentation of categorical eligibility.
- Moderate-income multifamily properties are categorized as households with an income that is ≤150 percent AMI. The moderate-income multifamily properties must be in specific regions of California and either:
- at least 50 percent of occupied living units are at or below 150 percent AMI, where clearly listed on a TECH-HEEHRA approved Federal, State, or Local Deed Restriction/Regulatory Agreement.
OR
- at least 50 percent of occupied living units are at or below 150 percent AMI, as verified by individual household income documentation, evidence of Section 8, and/or proxy documentation of categorical eligibility.

HEEHRA rebate amounts differ based on the type of home (single family home or multifamily property), household income, and equipment.
Income-qualified, single family homeowners will be able to apply for rebates for two-speed or variable speed ENERGY STAR® certified heat pumps for space heating and cooling. Find qualifying equipment here.
- Single family households with an income below 80 percent AMI are eligible for an $8,000 rebate, and
- Single family households with an income between 80 and 150 percent AMI are eligible for a $4,000 rebate.
For multifamily properties that provide homes for income-qualified Californians, rebates for eligible equipment and appliances per multifamily unit range from $700 to $8,000. For low-income multifamily properties, HEEHRA rebates can cover up to 100 percent of eligible project costs, not to exceed $14,000 per residential unit. For moderate income, multifamily properties, HEEHRA rebates can cover up to 50 percent of eligible project costs, not to exceed $14,000 per residential unit.
All multifamily properties receiving HEEHRA funds must comply with California Department of Industrial Relations (DIR) Prevailing Wage and Public Works Requirements.

No. Equipment purchases, projects sold and/or installations completed before HEEHRA single family rebates became available on November 12, 2024, are not eligible for rebates.
All HEEHRA reservations must be fully approved prior to initiating the installation of the heat pump HVAC system.
Misrepresenting the program or failure to comply could result in the contractor’s removal from the TECH Clean California and HEEHRA Phase I programs and other potential actions.
Any person or business that signed a contract with you guaranteeing a rebate for work performed before the program began or your rebate reservation was fully approved cannot provide HEEHRA rebates to you and is out of compliance with TECH Clean California, the California Energy Commission, and the State of California.
HEEHRA-trained contractors misrepresenting the program or failing to comply with program rules can result in removal from the TECH Clean California and HEEHRA Phase I programs and other potential actions.

The Eligibility+Support portal requires you to enter the email address of your contractor. You can either enter your email address or your contractor’s email address in that field. If you do not have a contractor and wish to verify your income first, you can enter in your own email address for “contractor email address” and update it later.
After you complete the income qualification application, you and your contractor will receive an approval or denial notice via email (usually within three days). The approval notice will allow your contractor to start the HEEHRA rebate reservation process.
At any point, you can also login to the Eligibility+Support portal and see the status of your application in your user profile. You will receive status updates via email as well.

HEEHRA rebates may be layered with other incentives, state, local utility, and equipment rebates, and grants, loans, and tax credits to help cover the cost of equipment and appliance purchases and installation. The single family incentive budget is allocated to different regions across California and to different income types. Northern California is fully reserved and we are no longer accepting rebate reservation requests or income verification applications. We expect rebates in Central and Southern California to be reserved quickly.
